<< 1820 at Bohemia, Suffolk, New York, United States per http://enchantedfamily.com/tng/getperson.php?personID=I9526 but
Naturalized 1853 - so the NY citation seems unlikely >>
His birth place is listed as Bohemia (U.S. Naturalization Record Indexes, 1791-1992).
1850 census said Germany
1860 census said Austria

Grant County obit says died "in his 51st year" - which would make birth year 1818.

my early research on Julius Augustine initially found the following two conflicting newspaper reports:

Territorial Enterprise - April 24,1869
Large Funeral - The funeral of Julius Augustine (not John, as we were led to state, erroneously), at Silver City, was very largely
attended. The funeral ceremonies were conducted by the Masons--deceased being a Mason, high in the Order--and Masons from this city and all the towns in this part of the State were present. The large hall was crowded during the in-door ceremonies, and the procession accompanied the remains--which will be sent East--half way to Gold Hill, and a few carriages followed the hearse through this city and for some distance out upon the Geiger Grade. He was a man universally esteemed, and his death is much lamented not only in Silver City but wherever he was known.

Grant County Herald - Lancaster, Wisconsin - May 18, 1869 (page 3 col 2)
Death of Julius Augustine - Died a month since, at Silver City, Nevada, Mr. Julius Augustine, in his fifty first year. The Virginia City Enterprise announced that his remains were carried to San Francisco for burial, the Masonic Fraternity having charge of the funeral according to their solemn rites. Mr. Augustine came to this country near thirty years ago and settled at Potosi where he followed merchandising. A dozen years ago he removed to Platteville and was associated with Mr. Virgin in the milling , and also with McCarn in the banking. Four or five years since he removed to California. He had many friends and was noted for success in business pursuits. He left a family, chiefly grown up.

Julius Augustine entered into a partnership with Donald A. McKinzie and James Garmick, doing business under the firm name of McKenzie, Augustine & Co. The firm was dissolved in the spring of 1855. In 1859, Julius Augustine served as Chairman of Platteville, Town Officers. In 1864, Julius Augustine purchased the interest of Mr. Virgin in the Genesee Mill premises (built 1857) for $7,500, conducting the Platteville Manufactury until 1869, during which interim he became the sole owner. In the latter year, he sold to Stephen Carhart for $10,000.
